Cordaid is looking for a Planning, Monitoring, Evaluation & Learning (PMEL) Advisor (32-36 hours, based in The Hague). The PMEL Advisor will work within the Monitoring and Evaluation Unit, comprised of a Senior PMEL Advisor and a Data Quality Advisor. The Monitoring and Evaluation unit sets standards, develops systems, provides services (trainings, tools, processes), strengthens corporate learning on MEL and Data, and ensures accountability of results at all levels.

What you do

  • Support the development, improvement and institutionalization of key PMEL standards, processes, and systems/tools that support organizational planning, monitoring, evaluation, learning, and reporting requirements;
  • Support the Senior PMEL Advisor with developing and providing guidance to program teams and country offices on indicator selection and measurement and create/contribute to program and country level M&E plans/frameworks as needed;
  • Support with the planning and implementation of monitoring and evaluation plans for both country level activities and global programming. Contributes to programmatic and strategic evaluations;
  • Support the quality of project proposals by providing expert input on M&E components;
  • Provide support and advice to project teams on data collection, analysis and reporting aspects, and where required participate in baselines or evaluations as part of a project- or evaluation team;
  • Contribute to corporate learning by supporting the development and implementation of learning tools and processes, MEL knowledge sharing throughout the organization;
  • Ensure timely and consistent availability of program and project results data and adherence to MEL policies, open data requirements and data governance principles.

Who you are

  • You have a Master degree in the field of international cooperation;
  • You have 3-5 years of experience in M&E, of which at least 3 years of practical experience in data collection and analysis in the field;
  • You have knowledge of program planning, monitoring and evaluation, qualitative and quantitative analysis, identification of program indicators to measure performance, creation of evaluation frameworks and data analysis;
  • You have knowledge of evaluation and research design, protocols and best practices, program design, statistical concepts relating to research and evaluation and literature review;
  • You possess writing skills to draft reports of PM&E work, results presentations and articles in English;
  • You have social/communication skills to cooperate with international parties, collaborate across departments and presenting;
  • You have experience in developing and delivering trainings in the field of PMEL;
  • You speak excellent English and have working proficiency in French;
  • You have an entrepreneurial personality with an eye for innovation;
  • You are practical and flexible;
  • You are willing and able to travel on a regular base and do short term field missions.
