Cordaid is looking for a Program Manager Security & Justice (32-36 hours, based in The Hague)
Security & Justice is one of Cordaid’s key thematic areas. Cordaid is strategically positioned to work both with formal and informal justice and security providers and on peacebuilding and peacekeeping initiatives, as well as with organisations representing security and justice seekers and inclusive peacebuilding and women’s rights. Cordaid is looking for an all-round program manager, whom will lead programs in the field of Security & Justice and will contribute to the wider Security & Justice programming.

What you do
As program manager you will lead multi-country and complex programs. Most single-country projects are run by our country offices. A program manager is responsible for the planning, budget and quality of the program. You will lead a team of thematic and M&E experts and work closely with a project controller. Timely reporting according to donor requirements is key as well as maintaining close relations with relevant stakeholders. At times you may also function as bid-manager. Besides working for specific projects, you are expected to contribute to strategy and programme development of the security & justice thematic area, year planning and reporting.
While your portfolio may change in the future depending on how the S&J portfolio evolves, you will dedicate a large part of your time towards one of Cordaid’s major programs, called Just Future. This lobby & advocacy program is implemented in 6 countries, with 6 alliance partners, 3 research partners, 1 network partner and over 25 local partners. The Just Future program aims for improved accessibility, responsiveness and accountability of security and justice institutions, and inclusive political decision-making and peace processes, achieved by mobilizing civil society for collective action and advocacy that contributes to acceleration and localization of SDG16+ in 6 fragile countries. Due to the size and scope of the program, you will focus on leading the Cordaid team and work within the consortium. You will work closely with the program manager who is responsible for the overall  program and alliance.

1. You will co-lead the Just Future program:

  • As project leader, you will be responsible for the programme management of the Cordaid team and work according to the program’s scope, budget and planning.
  • You will lead a team of (thematic) experts based in The Hague and in the 6 country offices as well as colleagues working on M&E,  Finance and Operations.
  • You will coordinate the Lobby & Advocacy efforts of thematic experts and ensure that the different international lobbying trajectories are of high quality.
  • You will ensure that international lobbying supports the lobbying trajectories in the 6 countries in which the program is implemented.
  • You will monitor the progress of the lobbying trajectories and adjust plans if needed. You will collaborate with the M&E expert in order to measure the results of the lobbying strategies.
  • You will liaise with donors, Cordaid Country Offices and implementing partners.
  • You will ensure that reporting to donors is of high quality and done in a timely manner.

2.            You will contribute to program development for future programming.
3.            Representation in relevant networks will be an integral part of your work. 
4.            You will contribute to developing year plans, provide inputs for year reports and contribute to strategy development of the Security & Justice thematic area.

Who you are

  • You hold a Master degree in (International) Law, Political or Social Sciences, or an equivalent Master’s.
  • You have 10+ years’ experience of working with or in fragile countries.
  • You have excellent program management skills and knowledge and have led complex multi-stakeholder programs.
  • You have coordinated teams of professionals to harmonize their efforts and achieve joint results.
  • You have knowledge of lobbying & advocacy as well as in the field of security & justice programming.
  • You have good social and communication skills for creating networks, ensuring coordination, and stimulating cooperation among colleagues and partners.
  • You have excellent writing skills and experience in developing project proposals according to donor requirements.
  • You are able and willing to travel frequently.
  • Knowledge of English and French on a professional level.
