Oxfam Novib is looking for a Roving Business Developer
The Role: The position will support the organization in maintaining and increasing its work Oxfam Novib sets ambitious growth targets on income. The Institutional Funding and Donor Relations unit in The Hague is a team of dedicated institutional funding and compliance experts that are supporting the organization in reaching its ambitions through effective engagement and partnership building with its institutional donors whilst safeguarding compliance. As Roving Business Developer, you will  primarily support Country Offices in Business Development related activities: bid coordination, proposal development, proposal writing, scoping, donor engagement, etc. When deemed necessary, you support the Thematic Units from the Hague office for similar activities. Shall an humanitarian emergency arise, the Roving Business Developer will be deployed to support the response in funding related activities. Depending on the needs of the Country Offices, the Roving Business Developer might roll out secondary activities aside of the business development like capacity building, training, compliance or grant management.

The focus and length of each assignment varies depending on the situation and the needs but shall in average vary between 3 to 6 weeks. Assignments are agreed on case by case basis and based on the priorities set by Country Offices and Oxfam Novib. All assignments require a proactive, hands on, flexible attitude. Support to Country Offices when relevant and necessary can also be provided remotely from the Hague office. The Roving Business Developer is part of the Institutional Funding and Donor Relations (IFDR), based in The Hague and reports to the Unit Manager.

What you’ll be doing

  • Contribute or lead the coordination of bids / funding opportunities – You will be coordinating the part or the entire bid process from the decision to pursue an opportunity up to the submission to the donor. You will be responsible to build and or implement the bid plan and ensure the delivery of inputs from all the involved departments : programme, finance, MEAL, logistics, HR if relevant at the Country level. You will equally work in close coordination with the Hague office while ensuring the respect of Oxfam Novib procedures and processes.
  • Contribute to the development of high quality standards proposals or programmes – You will be deployed to support strategic and specific funding opportunities. Your support will come in addition and complementary of the existing resources present in the country offices related to Business Development / Funding. In case of absence or gap of funding coordinator, you will assume the related responsibilities for proposal development.
  • Contribute to the writing of high quality standards proposals – If necessary you will be requested to write part or an entire Concept Note or proposal that will meet high quality standards.
  • Strengthen the capacities of Country Offices in business development – Your missions will aims at supporting the Country Offices in developing their capacities in business development related activities. When deemed necessary, you will be requested to provide trainings or transfer of knowledge following Oxfam Novib standards and in coordination with similar initiatives developed in the Hague office.
  • Income retention and growth. Supports the organization in meeting its institutional donor funding target.

What you’ll need

  • You are in possession of at least a MSc degree from a recognised university/college in International development, Finance, Social Sciences or any other related area that can bring added value to the job;
  • 5 years of experience in Oxfam related field of work with proven track records in business development, proposal development and proposal writing activities with donors like the EU (ECHO and DEVCO), SIDA, UN, bilateral governments, etc.
  • Knowledge and understanding of project and programme management, Project Cycle and monitoring, technical and financial reporting is required.
  • Demonstrated ability to work under pressure, prioritise, meet deadlines, and hold self and others to account.
  • Experience in in transfer of knowledge in a variety of cultural contexts and you have excellent personal communication skills with proven ability to build relationships with a diverse range of stakeholders, including from a distance.
  • Excellent command of English and French both written and verbal.
  • Regular travels abroad are expected for this position in countries with sometimes security constraints (Afghanistan, Somalia, Nigeria, Niger, Burundi). A minimum of 50% of your time will be spent abroad.
  • Experience in management or implementation of humanitarian and/or development projects is a strong asset.
  • Minimum knowledge of budgeting and financial literacy.
  • You are results driven and customer focused and work in autonomy with a strong capacity to understand complex issues and translate them in simple, workable actions and plans.

  • Finally, we offer a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors, meaning a gross salary in scale 9 in the range from € 2,782.- to € 4,280.- based on a 36-hour working week. This is excl. 8% holiday fee, end of year allowance and hardship allowance.
