Oxfam Novib is looking to strengthen its Integrity Team by appointing a Safeguarding Specialist with responsibility for managing investigations of cases involving child abuse, sexual misconduct and other unwanted behaviour (bullying/harassment/discrimination), advising on safeguarding policy developments, and conducting trainings to build the safeguarding incident management capacity of managers and staff. The Safeguarding Specialist will report to the Integrity Lead and will play an essential part in promoting good practice and help the organization reach the highest safeguarding standards for the communities where we work, our staff, volunteers and contractors.

The Safeguarding Specialist will:

  • Lead and oversee efficient, well-organised, survivor-centred investigations into safeguarding allegations, which ensures prompt pick up of new cases and appropriate actions taken, including the support provided to survivors/victims.
  • Facilitate the setting up of investigation teams and/or leading investigations, controlling information flow, gathering, securing, recording, reviewing documentary and other evidence, monitoring and ensuring the quality of investigations, and advising investigation teams as needed.
  • Supervise (co-)investigators to ensure the effectiveness, efficiency, and quality of investigations in line with Oxfam Novib policies, procedures, Terms of References, and investigation plans, at all times taking into consideration the potential risks to personal safety for those involved.
  • Ensure that appropriate support and assistance is provided to the survivor and/or complainant and liaise with relevant counterparts as necessary.
  • Implement improvements in the design of Oxfam Novib’s safeguarding investigations and prevention work through a holistic approach, including in the 13 country offices where we hold the role of Executing Affiliate for the Oxfam confederation.
  • Advise on the development of safeguarding policies, guidelines and protocols, and ensure they are performed to a high standard and consistently checked for their relevance and standards.
  • Contribute to Oxfam’s risk management processes ensuring integration of safeguarding concerns and development of risk identification and safe programming tools.
  • Adapt the case management reporting functionality to suit the team’s and organisation’s needs.
  • Build and maintain strong relationships with key stakeholders across the organisation to facilitate effective collaboration on safeguarding.
  • Support organizational culture changes to continue strengthening ourselves as a value-based organization including the development and conducting of relevant training, awareness-raising and capacity building of Oxfam staff and partners.
  • Support engagement with other stakeholders (including Oxfam International and sector-wide) regarding integrity and safeguarding resources, policies and practices.
  • Feed into the delivery of safeguarding incident management training to Country Directors and Unit Managers, and other senior management staff as appropriate.
  • Support strengthening and development of Oxfam safeguarding and integrity network, including building capacity of and providing support to Oxfam in-country integrity focal points.
  • Design and help conduct safeguarding incident management trainings for senior managers and staff in The Hague and in the 13 country offices where we hold the role of Executing Affiliate for the Oxfam confederation.
  • Any other tasks as assigned by the Integrity Lead.

Functie-eisen en profiel
To be successful in this role, you will have:

  • An advanced university degree in international development, human rights, psychology, sociology, (international) law, social work or other social science field (or equivalent education) and relevant safeguarding investigation qualification/experience.
  • A background in working with children, youth and/or adults who have experienced harassment, abuse or exploitation.
  • Demonstrated experience in investigating cases of abuse or exploitation, including sexual misconduct allegations (such as sexual harassment, sexual exploitation or abuse) or allegations where the survivors are children, beneficiaries, or other potentially vulnerable populations.
  • Sound knowledge of the theories, concepts and approaches relevant to safeguarding investigations and of investigation case management and administration, including conducting interviews with potentially traumatized or otherwise vulnerable individuals.
  • Robust analytical skills, strong training and presentation skills.
  • Experience of the INGO sector/humanitarian and/or global development work, and/or working in the developing world.
  • Ability to display high levels of cultural and emotional intelligence.
  • Excellent understanding of the potential support needs of survivors, legal frameworks, and safeguarding best practices.
  • Ability and desire to undertake international travel including to fragile and remote areas and at short notice for approximately 1-3 weeks at a time.
  • Excellent resilience, self-awareness and understanding of the need for self-care.

  • Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors.
  • The salary range for this position is set in scale 9 with a salary range between € 2,782.- and € 4,280.- gross based on 36 hours a week.
  • Flexible, remote and/or part-time working arrangements could be discussed with the hiring manager during the recruitment stage.
  • Applicants for this contract must be Dutch nationals or nationals of a European Union member State or have a valid work permit for the European Union.
  • Oxfam Novib reserves the right to appoint someone at a lower level than indicated commensurate with their experience, and/or not to appoint someone to this role.
