Oxfam Novib works in its thematic units on four main programs: food, land & climate; conflict & fragility; gender & youth; governance & financial flows. In the thematic units multi-country projects are co-created and implemented with country offices and local partners. The Thematic cluster Food, Land and Climate works on inclusive value chains, land rights, climate resilience for local communities. The GROW team has an influencing Food and Climate Justice campaign on those three topics. We have one position available for Support Officer Thematic Units 32-36 hours (GROW) per week. Support Officer (GROW), Thematic Units, (start date: ASAP), 32 -36 hours a week,Contract period: one year, with possibility for extension The Hague. The tasks of the Support Officer are focused on providing administrative support to the GROW team in general and particularly wiht regard to a number of institutionally funded projects in value-chains, small-holder agriculture, land rights, climate change and related Oxfam campaign work in GROW.

Main tasks of the support officer:

  • Execute administrative, secretarial and/or operational activities which are supportive to the Thematic Unit cluster and program teams’ work processes for esp. the GROW-campaign team, assess administrative problems and take action to solve them;
  • Develop and maintain professional administration, monitoring and archiving systems for the thematic cluster and its program teams, ensuring adherence to donor compliance & information required for the Oxfam Novib policy cycle;
  • Prepares, in the framework of the project cycle, documentation and correspondence (such as approvals, contracts, letters of transfer, reminders), or co-ordinates this process with the team members, Oxfam departments and partner organisations concerned.
  • Collect, process and archive digital and non-digital information such as invoices and forms; prepare for financial audits of externally funded projects of various donors.
  • Provide hands-on support to the program lead(s) of the GROW-campaign, thematic specialists and financial officers in that team in order to maintain effective and efficient office procedures, processes and project administration, signal and assess deviations and report them as required within the program team and to relevant other departments within  Oxfam Novib;
  • Draft and arrange the administrative handling of consultancy contracts and monitor the terms and approval of the payments. Assist in the procurement processes for consultants, goods and services in line with Oxfam Novib procedures;
  • Execute logistical organisation and co-ordination of various consultation forums (e.g. steering groups, stakeholder meetings, workshops, and conferences) abroad and in the Netherlands;
  • Act as focal point for questions and information requests of internal and external stakeholders related to the team, its projects and staff, and redirect these to the appropriate persons.

Functie-eisen en profiel
You have:

  • At least a vocational 4 (MBO 4) education; preferably complemented with courses in the field of logistics, project administration, procurement;
  • At least 3 years’ experience as an assistant or support officer;
  • Experience in project administration, setting-up project documentation and overall archiving systems, both paper and electronic;
  • Experience with preparation of audit files is an asset;
  • An excellent command of spoken and written English;
  • Command of Dutch and French is an asset; Good organizational skills, you are independent, decisive, accurate, proactive;
  • Ability to manage stress effectively in a dynamic work environment and be a team player A result and customer oriented approach;

  • The salary range for this position is set in scale 5 with a salary range between € 1.870,-- to € 2875,- based on 36 hours a week.
