About Partners for Resilience (PfR)
CARE NL is member of Partners for Resilience, an alliance of five NGOs (CARE Nederland, Cordaid, the Netherlands Red Cross, the Red Cross Red Crescent Climate Centre and Wetlands International) and their partner organizations. The alliance was formed in 2011 to promote a holistic and inclusive approach towards risk and resilience, combining elements from disaster risk reduction, climate change adaptation and ecosystem management and restoration. In partnership with the Netherlands Ministry of Foreign Affairs, PfR aims to enhance community resilience through two strategic objectives:

  • Strengthening partner civil society organizations and communities in their knowledge and capacities to do lobby and advocacy on inclusive risk management, so that these communities, supported by the partner organizations, are capable of enhancing their resilience;
  • Carrying out specific dialogue trajectories on risk management and resilience at local, national, regional and global levels, focusing on policy, investment, and practice.

At the global level, Partners for Resilience’ policy influencing focuses on

  • Sendai Framework for DRR
  • Sustainable Development Goals,
  • Climate and UNFCCC policies and practices
  • Urban resilience
  • Risk-informed investments.
  • Within PfR, CARE NL co-leads the work on the Sendai Framework, and contributes to the work on Climate and the UNFCCC.

About the position
The Advocacy Officer is responsible for CARE Nederland’s advocacy objectives in the PfR strategic partnership, and provide support to CARE Country Offices involved in PfR. The position will also provide advocacy leadership within CARE International on disaster risk reduction and resilience, together with CARE International’s Climate Change and Resilience Platform. Primary targets are stakeholders in relevant policy frameworks at national and international levels, including Dutch and EU policymakers, and international agencies. The position will carry out and further develop the CARE Nederland Advocacy strategy on these issues, and co-lead the development of evidence and inspiring stories of change from PfR into appropriate materials. In this way, the advocacy work is based in the experience and evidence of the communities and civil society organizations CARE works with.

Tasks and responsibilities
Disaster Risk Reduction and Climate Change Adaptation

  • Closely monitor and analyse national and international policy developments on Disaster Risk Reduction and Climate Change Adaptation, relating this to ecosystem management and restoration;
  • Develop CARE policy positions and strategic communications materials on Disaster Risk Reduction and Climate Change Adaptation;
  • Build and maintain relationships with relevant policy makers, politicians and other stakeholders, at both national and international levels;
  • Build and maintain close relationships with related platforms, networks and members within CARE International, such as the Climate Change and Resilience Platform, CI global Advocacy working group;
  • Contribute to CARE International’s global advocacy on Climate Change from a DRR/resilience perspective; contribute to CARE International’s advocacy messaging towards major events such as the Global Platform on DRR and the UNFCCC COP, UN Climate Summit;
  • Represent CARE in relevant NGO platforms (VOICE DRR working group), DRR policy fora and events

In the Partners for Resilience Alliance

  • Co-lead PfR’s global policy influencing trajectory on the Sendai framework, and contribute to PfR’s trajectory on Climate and UNFCCC policies and practices, ensuring a focus on gender equity and inclusivity
  • Contribute to strengthening advocacy capacity of CARE country offices and local partners (focus on Guatemala, Mali, Ethiopia, Uganda, Indonesia and the Philippines), and support regional advocacy processes in the PfR program (Central America, West and East Africa, Asia)
  • Represent CARE NL in the global policy group of the PfR alliance
  • Identify and draw out evidence and inspiring stories of change from CARE NL’s work in PfR and support development of these into appropriate communications materials (paying specific attention to gender)
  • Further develop and implement the CARE NL advocacy strategy on climate change and resilience, in support of the PfR program, including selection of key messages and selection of communication channels, material development, in collaboration with CARE country offices, CARE PfR team, and CARE NL communications team
  • (co)-develop strategic communications on PfR and CARE NL’s work, via relevant communication channels (e.g. CARE’s communication channels and the PfR website)

Contacts
Internal: the Advocacy Officer works closely together with the CARE thematic expert on disaster risk reduction and resilience and the PfR Program Manager, as well as with colleagues working on other programs, advocacy and communications. (S)he is part of the CARE NL advocacy team. In CARE International close working relations exist with the CARE Climate Change and Resilience Platform (incl. the Global Policy Lead on Climate Change and Resilience), and CARE country offices and partners.

External: the Advocacy Officer works closely with the partners in PfR on joint advocacy efforts. Other contacts are with the Dutch Ministry of Foreign Affairs, Members of Dutch Parliament, UNISDR, Global Commission on Adaptation, other NGOs, etc.

Reporting line:The Advocacy Officer reports to CARE NL’s PfR Program Manager.

Location: The position will be based at CARE in The Hague, with regular travel to PfR countries and regions.

Required qualifications

  • Demonstrated strategic insight in international processes and the political dynamics around development, disaster risk reduction frameworks and climate change negotiations;
  • Demonstrated experience in developing and implementing an advocacy strategy, including use and development of evidence and stories for advocacy purposes;
  • Demonstrated insight in the strategic use of communications for advocacy;
  • Demonstrated insight in the role of civil society in disaster contexts; experience with civil society strengthening;
  • Academic degree in a relevant field, such as political science, geography, sociology, humanitarian aid, disaster studies, environmental sciences;
  • Minimum 5 years of experience in lobby/advocacy with the Dutch Ministry of Foreign Affairs and/or international actors, preferably related to humanitarian aid, disaster risk reduction and/or climate;
  • Minimum 3 years of field experience in disaster contexts, experience in a CARE NL focus country is an advantage;
  • Excellent collaboration, networking, facilitation and presentation skills;
  • Available for regular travel to CARE NL and PfR focus countries and international conferences;
  • Excellent command of English, both in speaking and writing; additional Dutch, French or Spanish is a strong advantage.

Salary and duration

  • The Advocacy Officer will be funded according to BBRA scale 10 (EUR 2,631.28– EUR 4,229.30).
  • The position will be funded for an 1-year period with possible extension.
