PSI-Europe’s mission is to support, promote, and mobilise resources for the PSI network in its contribution to universal health coverage (UHC), primarily by shaping the policies and priorities of European donors and stakeholders. In some cases—when donors prefer funding to flow through a European entity or where there is strategic alignment- PSI Europe may also oversee the implementation of programmes. PSI Europe is currently taking on an increasing number of programmes from PSI, thereby expanding its programmatic and fiduciary oversight responsibilities.

The Accounting Finance Manager is an integral member of the PSI Europe team. This position is based in the Netherlands. Although the head office of PSI Europe is located in Amsterdam, the role is predominantly remote, with the expectation that the successful candidate will primarily work from home.
RESPONSIBILITIES: The Accounting Finance Manager supports and oversees all financial, accounting and administrative, human resource administration linked with the finance administration and reporting. He/she is the hands-on supervisor for day-to-day accounting and finance operations. Together with the Finance and Administration team, the Accounting Finance Manager assures sound financial management and control and strengthening of the capacity of the Finance Team to provide high quality project budgeting, budget management, financial planning & analysis, and cost control at every level of the organization.
The Accounting Finance Manager works in close coordination with the Director of Finance and reports to the Director of Finance.
Key activities include:
Accounting and Finance Management:
- Ensure compliance with statutory and donor regulations and procedures, establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation.
- Ensure that the day-to-day accounting operations and financial management functions are performed in accordance with internal policies and procedures.
- Process invoices, bills, reimbursement requests as well as credit card and trip expense reports.
- Account for procurement transaction to ensure adequate supporting documentation, accuracy of amounts and control over payments.
- Prepare payment orders via electronic banking.
- Book day-to-day accounting transactions into QuickBooks Enterprise.
- Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
- Ensure the maintenance of accurate records of financial transactions.
- Direct the preparation of all financial reports for external purposes in respect to accounting, legal, and contractual requirements.
- Maintain the organizations system of accounts ensuring all accounting data are updated, reconciled, and fully supported.
- Prepare and track annual operating budget. Prepare/consolidate project budgets.
- Present & facilitate review of actual to budget expenditures. Provide recommendations for budget realignments as required.
- Prepare periodic account reconciliations.
- Ensure timely year closure.
- Support the annual process or the financial statements in accordance with the guidelines for small NGS published by the Dutch Council for Annual Reporting.
- Support cash flow.
- Coordinate with the external payroll firm on the preparation of monthly payroll.
- Other activities as requested by the Director of Finance.
- Prepare regular financial updates for the Direct of Finance.
- Prepare financial reports to the donors. Ensure the compliance with the various standards and regulations.
Audits
- Assist and coordinate internal and external financial audits.
Human Resources Administration
- Oversee the collection and review of PSI Europe employee timesheets.
- Assure proper reconciliation between the payroll and financial administration.
Sub-award management
- Ensure that sub-awardees comply with funder regulations and financial reporting requirements.
- Review and approve sub-awardees financial reporting.
Other
- Contribution to the implementation of the organisation's development plan.
PSI-Europe will finalise and implement an organisational development plan in the coming period, to which you will actively contribute based on your expertise. As a result, activities and roles within the organization may evolve.
Where specific expertise is not available internally, you will assess needs and, in consultation with the Senior Management Team, engage external resources as appropriate to ensure effective and timely implementation of required policies and processes.
Functie-eisen en profiel
- Bachelor’s and/or master’s degree in accounting, finance, economics, or equivalent
- 7–10 years of relevant professional experience in accounting and financial management, preferably within an international NGO or donor-funded environment.
- At least 3 years’ experience in a coordinating role.
- Preferable proven experience with donor-funded projects and subaward management and financial reporting requirements (e.g. institutional donors like ministries responsible for foreign affairs: Ministry of Foreign Affairs and Development Cooperation (MoFa Netherlands), Agency Francaise de Developpement (AFD France), Swedish International Development Cooperation (Sida), Private foundations like the Gates Foundations etc.
- Strong knowledge of project accounting, budgeting, forecasting, internal controls, and audit processes.
- Full professional proficiency in English; strong working knowledge of French is an advantage.
- Excellent skills in Excel, including pivot tables and financial and accounting systems. Experienced user of QuickBooks Enterprise is a strong advance.
- Self-starter and comfortable owning a finance function within a small, agile organisation.
- Strong ability to translate financial information into clear insights for non-finance colleagues.
- Hands-on, pragmatic, and solution-oriented, with a strong sense of accountability and integrity.
- Proactive, flexible, and comfortable working in a dynamic, international and remote context.
- Strong interpersonal and intercultural communication skills.
- Team player with an open, collaborative mindset.
- Demonstrated affinity with social impact, gender equality, SRHR, and the values of inclusion and equity.
- Commitment to PSI-Europe’s approach to decolonising international cooperation.
Additional Requirements
- Must be a Dutch citizen or have the legal right to work in the Netherlands.
- Willingness to occasionally travel.
