Save the Children Netherlands is hiring a Monitoring, Evaluation, Accountability and Learning (MEAL) officer for a temporary replacement. The duty station is The Hague, Netherlands.

What will you do as MEAL consultant?

As a key member of the international programme department, the MEAL consultant collaborates with the Programme Quality team lead and the other MEAL colleagues in ensuring the application and implementation of an integrated approach for MEAL within Save the Children’s Netherlands portfolio, Strategy and Theory of Change.

The position leads the development of MEAL for proposed and ongoing programmes and projects, in close collaboration with programme teams. He/she plays a key role in measuring and demonstrating our impact on children by contributing to increasing quality in our programming and helping us to be accountable to children and key stakeholders.

This position also structurally supports one project: the multi-country project Right2Grow (remotely supporting the programme in six countries).

Your tasks include the following:

  1. Design and implementation of MEAL in the SCNL Programme portfolio (70%)
  2. Lead/advise on the development of the MEAL frameworks for high value proposals, in close collaboration with programme teams and facilitate the use of various design methodologies as appropriate;
  3. Advise and support MEAL staff in country offices and partner organisations on design and implementation of MEAL;
  4. Support programme managers in the design and implementation of MEAL, and use/analysis of MEAL data within their portfolios;
  5. Ensure sound analysis of evaluation findings and feedback of recommendations to improve programme quality, and use of evidence in programme design;
  6. Manage evaluation processes, including managing consultants for external evaluations;
  7. Ensure the incorporation of accountability mechanisms in the programmes and projects and guide programme managers in the analysis of accountability data and consequent adaptations as appropriate;
  8. Facilitation of Knowledge Management and continuous learning (10%)
  9. Collaborate in documenting and sharing lessons learned and best practices from interventions across the programme portfolio within SC Netherlands, by contributing to the quarterly research and evaluation brief.
  10. Technical lead/support for MEAL policy, standards, procedures and tools (15%)
  11. Contribute to the strengthening of the SC Netherlands MEAL system, particularly supporting the continued improvement of the organizational MEAL framework with standards, processes, and systems, including quality benchmarks compiled from practice, and ensure that these standards are rolled out.
  12. Representation (5%)
  13. Represent SC Netherlands in (inter)national meetings and platforms both internally and externally with the view to bringing learning from these events;

Who are you?

You are a monitoring and evaluation professional with knowledge and understanding of quantitative and qualitative evaluation methods. You are ideally experienced in downward accountability processes. You are a dynamic, analytical and pragmatic individual able to work in teams as well as independently.

You understand and are committed to Save the Children's aims, values and principles.

What's on your resume?

• Master or post-master studies in a relevant subject

  • At least 5 years’ experience in roles with various levels of responsibility in humanitarian and development contexts
  • Evidence of analytical ability, for example through experience in programmatic research, monitoring and evaluation, reports and publications
  • Practical experience in project/programme qualitative and quantitative monitoring and evaluation. Knowledge of lobby and advocacy monitoring is an asset
  • Experience in working with tools and approaches for downward accountability
  • Experience in working in consortia, and Strategic Partnership is an asset
  • Knowledge, understanding and analytical skills on Outcome Harvesting methodology
  • Experience in MEAL design for successful proposals
  • Ability to provide constructive, critical and clear feedback to reports
  • A high level of spoken and written English and Dutch, with French being a big plus
  • Flexible working style, self- motivated and ability to work autonomously

Requirement: you must be entitled to live and work in The Netherlands. Save the Children cannot offer a work permit.
